Step 1: Syrup
Make the syrup by heating the water and sugar together in a small pot over low heat. Allow to cool.
Step 2: Cake
Preheat the oven to 180°C. Separate the egg whites and the yolks, and reserve in two separate bowls. Add the sugar to the yolks, and whisk together until light and fluffy. Sift in the flour.
